Well when you become King/Queen you have a choice to turn a factory into an Orphanage or Brothel

Pick the Brothel (it's in the Bowerstone Industrial Area)

Then when you go their when someone make's a flirty comment at you click on them (A button) and it should have something like take it upstairs (RB button) or something to that affect...

To level up some of your Legendary Weapons (that you find in Silver Chests/Demon Doors/Blacksmith Shops) you'll need to have sex with 4 people at the same time (not including you)

So yeah the Brothel is the best way at doing that..
